A Collaborative Approach to Identifying and Responding to CSEC Youth

Learn about a unique collaboration in the 18th Judicial District, Colorado that brings a multi-disciplinary approach to identifying and resounding to youth who have indicators of being commercially exploited (trafficked) sexually or for labor.  The High Risk Victim (HRV) multi-disciplinary team (MDT) utilizes a screening tool in order to identify, and recover victims and those at risk of Human Trafficking. The MDT is comprised of several professionals who work within the Juvenile Justice System and possess a unique involvement and skillset, represented from agencies such as the Juvenile Assessment Center, Department of Human Services, Pre-Trial Release, Probation, Guardian ad Litems, the FBI, the District Attorney’s Office, Law Enforcement representatives, and service providers.  The shared goal of the MDT is to recover victims and provide safety and services, as well as gaining successful prosecutions of all perpetrators and traffickers.  

  1. Participants learn about the HRV collaborative and roles and responsibilities of each member. 
  2. Participants learn how youth are identified, specifically the screening tool, as having trafficking “red flags” through the Assessment center and other stakeholders.  
  3. Participants learn the MDT process, next steps, and continuous work taken by the team once youth are identified.  
  4. Participants are provided examples where the HRV MDT process “worked” in identifying youth as well as prosecuting perpetrators.  
  5. Participants are provided with ways to begin conversations in their own communities on creating MDTs and identifying youth with trafficking concerns.
